What is Early Childhood Special Services (ECSS)?
The Union County School District provides specialized educational and related services to children ages 3-21 with developmental delays or disabilities. In compliance with federal law, these services are free. ECSS focuses on the developmental and functional needs of preschool students in a supportive environment.

How Do I Find Out if My Child Can Attend an ECSS Program?
The district conducts an ongoing Child Find process to identify children who may need special education and related services. Child Find screenings are scheduled annually in July, with monthly Preschool Clinic sessions.
What to Expect at the Screening?
Union County School District offers free screenings for children at risk for developmental or learning delays. The screening evaluates the following areas:

Achievement Skills
Cognitive Ability
Communication
Speech/Language
Hearing
Vision
Motor Skills
Social/Emotional Development
Behavioral Skills
Daily Living Skills
What if My Child Does Not Demonstrate Any Delays? Can He/She Attend the Program?
If your child is developing on track, you will receive helpful information on activities you can do at home to support their readiness for kindergarten.
What if Further Evaluation Is Needed?
If further evaluation is needed, the district will discuss a special education referral with parents and request consent for assessment. Once consent is given, the evaluation must be completed within 60 days. Parents will also receive a copy of Procedural Safeguards.
Preschool Clinic / Child Find
What is Child Find?
Under the Individuals with Disabilities Education Act (IDEA), public school districts must identify, locate, and evaluate children with disabilities who need special education and related services. This includes children aged 3-21 in public or private schools, those who are homeschooled, and children who are homeless or wards of the state.
Preschool Children (Ages 3-5)
Children who may have a disability will undergo a developmental screening to determine if further evaluation is needed. Parents are involved in all decision-making processes. To schedule an appointment or refer a child, please email preschoolinfo@union.k12.sc.us or call 864-429-1735.
School-Age Children
If you have a child already enrolled in a Union County School who may need special services, please contact your school’s teacher, administrator, or guidance counselor to express your concerns.
Homeschool/Private School Students
For homeschool or private school students, please contact the Special Services Department at 864-429-1735 for guidance on the next steps.
Why Should I Call?
Special services are available to assist children with developmental delays or disabilities. If you're concerned about a child's development in any of the following areas, we encourage you to schedule a screening:

Hearing
Parents, grandparents, teachers, and caregivers can make referrals. However, a parent or legal guardian must provide written permission for the screening. There is no cost for screening, evaluation, or recommended services.
